Hello,
I got a new phone yesterday and my iMessage texts are not downloading or working. It keeps saying "plug in your device and connect to wifi." I am plugged in and connected to my wifi

Try going to Settings > Messages.
Turn on iMessage.
Can you send and receive texts now ?
