Why can't I download some apps while others download fine.

I have an iPhone SE. I can't download some apps (even free ones) because I get a red exclamation point with "Payment not completed" when I try to download the Chirp audiobook app or the Jeopardy app. Other apps like "Candy Crush Saga" download immediately. I have checked my apple id and my information as well as payment method are up to date. I also have a balance in my apple account.

App Store, iTunes Store, or other Apple services - If you can't connect   *


Some things you can try. Do you have access to another WiFi network where you can try? That has worked for several people.


Try a restart.


Restart your iPhone, iPad, or iPod touch    *


Try a forced restart. See the section towards the end of the article.


Reset Device. -


If necessary


Hard reset.     -


Do a backup and try a factory reset. Then restore from your backup.


Restore to Factory setting.      *


Restore - If you see an error when you update or restore your iPhone, iPad, or iPod.   *


Backup - Restore your device from an iCloud or iTunes backup.     *


If necessary, contact iTunes Support for assistance. See the Apple Support articles below for contact information.
