Logging out of Apple ID and logging in to ICloud

Using Big Sur on MaC, I contantly get an error message on trying to log out of Apple ID- there was a problem with the servers or some other nonsense.

I use an Iphone and Apple ID and I Cloud work perfectly on it. I tried safe mode - and same problem. I just want to log out and in so that I can get I Cloud working on the mac. Massive frustration.

I upgraded to MacOS Ventura, last week and ever since there is a little flag in the system settings menu that says Update Apple ID Settings. I click on the continue button and nothing happens. Stop "Sign in to iCloud" request after restarting Mac I had signed in with my personal Apple ID on my work computer for a project and since signed out. The "Sign in to iCloud" dialog shows with every restart and I would like to stop it without having to wipe the computer (reset to factory defaults) as suggested to clear information before selling a device.
