Bottom line? No.
Irrespective of your getting away with it, recommending someone else to mount a sensitive instrument like an iphone 13 with mechanical stabilization on bike handlebars is risking someone else's money.
Bottom line is still no.
I have a 13 pro and use the quad lock with vibration mount. I ride almost daily and don’t have any issues.
You CAN strap any iphone to a bike but the chances are it will be damaged.
So you SHOULD NOT do it.

I have been using my iPhone 12 Pro Max on a 500cc Scooter, with a Quadlock Mount and it's been working fine. I have had no issues. I'm using it for Nav with Waze.
Thanks. I've had this happen on multiple cameras on one iPhone XR and again on a second XR prior to this bulletin coming out and could never figure out what the issue was. My bike is only a 390 but I commute 45-60 minutes each way daily. I guess my options are to replace the camera one more time and see how it goes with the Quad Lock with isolation or buy a separate GPS unit.
Well the question was “can be mounted” not “should be mounted”. So…..🤷🏾♂️
