All previous Q&As on this issue read and instructions followed, including allowing full disk access to Google Drive in Privacy settings.
Anybody else with a solution to this maddening issue?

Oh happy day! I uninstalled google drive, installed it again, IMMEDIATELY gave it full disk access in system preferences > privacy and security, and it worked a treat.
