System Preferences quit unexpectedly Error

System preferences does not open on my Mac. The System preferences icon is constantly with red circle on right top with number one in it. After clicking System Preferences it shows window with "Problem Report for System Preferences" where it states that :

System Preferences quit unexpectedly.

Click Reopen to open the application again. This report will be sent automatically to Apple.

Clicking reopen doesn't help.

Try rebooting the Mac.

Just to make it clear : I've tried rebooting, and Disk Utility Repair function, and this doesn't help. Would reinstalling MacOS help? Or would I need to restore to factory settings - will my data be lost then?

I am also not sure if I can restore to factory settings without system preferences working? So far for the instructions how to restore to factory settings I have read , it says I need to do it through SYstem Preferences.
