Can I get Apple to reconsider my refund request?

I need to know how to get Apple to take action on a denial of review for my refund request. This is my second time my niece has had access to my phone and ran up charges quick. This time was over $300 from a game. But to prevent this from happening again I deleted the game and blocked in app purchases.

how can I get apple to help me out with this refund after they’ve rejected my review?
