Can I use a Thunderbolt 4 monitor with a Mac mini M1 computer?
If I have a max mini M1 that has a Thunderbolt 3/USB 4 port, can I use a Thunderbolt 4 monitor with that computer?

I stand corrected, thanks.
I would use HDMI-HDMI for video and connect the monitor’s USB upstream port (not Thunderbolt 4 upstream port) to the mini’s USB A port. This method completely avoids Thunderbolt 4 because:
To be honest, I would avoided this display. It’s vast overkill/over-engineered + terrible support for Apple connectivity issues + guaranteed blame-game ping pong if you run into issues. Good luck!
Your question is confusing:
Could you be specific? What monitor make and model are you interested in connecting and to which machine, the Mac mini M1 or the Mac Studio with M1 Max chip?
FWIW, there are less expensive displays on the market with equal or better display panel specs without the added cost of a Thunderbolt interface which really does not add anything to the video performance when used with a MacMini.
Sorry. Typo. The Mac mini M1.
I want to connect a Lenovo P27u-20 to the M1 Mac mini. That monitor has Thunderbolt 4 input and output.
