In order to have the best understanding of the issue, we'd like you to go ahead and try streaming any music for us. That will give us a clue as to the source of the issue. Also, can you see if this behavior persists when not on a Wi-Fi network? You can allow your iPhone to be connected to a cellular network only for testing.
To verify cellular data is enabled for the Music app, go to Settings > Cellular (or Settings > Mobile Data) > Scroll down to "Music" and enable. After testing, you can turn that off, so not to use cellular data for the Music app.
