Safari Accessing Contacts Without Permission

I enabled App Privacy Report recently and noticed that Safari keeps accessing my contacts even though I was never prompted. When I look at Contacts under Privacy, Safari doesn't show up under the list of apps that have requested to access my contacts. What's going on here? Is there a way to disable this?

You can use the steps below to check how the app is using the permissions granted (like accessing your contacts):


Go to Settings  > Privacy, then tap App Privacy Report (iOS 15.2 or later).
The App Privacy Report shows you how apps are using the permissions you granted them and shows you their network activity.
To turn off the report and delete its data, go to Settings  > Privacy > App Privacy Report, then tap Turn Off App Privacy Report. You can return to this Settings screen to turn the report on again.
