Unable to Upload Photos to the internet/other locations

Hi, So I have a macbook pro (2019 model) and I've had trouble lately when it comes to uploading photos or files to sites. Apple support was not any help, what they ended up doing was moving everything to icloud and not fixing the issue in anyway shape or form. When I'm trying to upload to facebook, twitter, or any other site social media or not, a handful of old photos show and maybe several newer ones, but none of the rest appear. Here are the steps:

Chrome opens finder window > photo tab > all photos > some pics and vids/files.

Chrome > finder>photo tab> (any other photo library)> no photo vids / files.

Chrome> finder> desktop/icloud > a mix of things show up that are either able to be clicked on or is grayed out and unable to do anything.

I spent the stupid amount of money a macbook costs because I thought they were supposed to be the best computers, but girl idk about that......they might run smoother than a pc but this aint it. Anyone know what to do?

MacBook Pro 13″, macOS 11.5

Optimise off (Download originals to this mac). But bear in mind you will need much more space on your mac for your library - how much space does it take in iCloud?
