You would export the photos you want to archive with "File > Export" and then import them into your archive library.
With Photos 7 on Monterey we can import photos directly from one library into another library, but this is limited. Sadly, we cannot import photos from our iCloud Photos Library into a mother library, only from a local library.
If you are willing to spend some money on a nice tool, you could get yourself PowerPhotos. PowerPhotos makes it easy to move photos between libraries, even from the iCloud Photos Library, as long as the library is not using "Optimise Storage" with iCloud. This is currently much more versatile than what can be done directly in in Photos 7: Import photos from another library in Photos on Mac - Apple Support
