Macbook air issues to connect to wi-fi on the activate Mac screen

My MacBook Air Model A2337, it is stuck at the "activate Mac and it says select a wi-fi network from the menu or attach a network cable to proceed".

The problem is that no wi-fi list is shown and the Mac does not have socket for a network cable, only has USB C.

How can I fix it?
