Fix the position and the stacking placement of multiple overlapping windows

I am trying to find an app or scripting language for macOS that allows the ability to fix the position and the stacking placement of multiple overlapping windows so that when the mouse and keyboard focus shifts to any window that is lower in the stack of partial overlapping windows, it does not change the window’s stack position.  Is there a method to do what I described?  Thank you.

Imagine if there is a stack of four 4x6 note cards stacked on top of each other.  Each card is offset from the lower card by two inches to the left.  When looking down at the stack from above, you will see two inches of the right side of each card in the stack.  If I were to click on and interact with one of the cards, I should be able to do so and see the other cards without modifying the visual arrangement of the stack.


Expose is not quite there because it visually modifies the stack appearance and requires you to select a window and then interact with it.  The requirement is that at the same time, I need to see the right side of each card and interact with any card in the stack.

sounds impractical unless I am missing something...


Multiple windows when over lapped, even with "Exposé " feature (four finger swipe down) the selected window will come forward
