When i opened my sealed 13 pro max i found that there was an AT&T sim card already in the phone is that normal ?

Yes, if you bought an iPhone from Apple and requested it to be activated with AT&T OR If you bought an iPhone directly from AT&T OR If you bought an iPhone from another source that sold you an iPhone locked to AT&T.
