Why can’t my son access his iCloud data from his new phone? He lost his old phone and I had it turned off and got him a new one.

Go to https://appleid.apple.com and log in there. If it rejects the Apple ID and password go to https://iforgot.apple.com and first try to reset the password, then choose “if you forgot your Apple ID”. If he can log in to appleid then he should be able to on the phone, unless it is a previously owned phone that was not reset properly by the owner. What happens when he logs in to iCloud on the new phone?
It won’t accept his login in or password. He went to Apple and basically they told him he was out of luck!
