Go to https://appleid.apple.com and log in there. If it rejects the Apple ID and password go to https://iforgot.apple.com and first try to reset the password, then choose “if you forgot your Apple ID”. If he can log in to appleid then he should be able to on the phone, unless it is a previously owned phone that was not reset properly by the owner.
