universal control won't wake display sleep

Loving the Universal Control feature. I have an iMac and Mac Mini that I'm using it on. I have both setup to stay powered on - however the displays will sleep after 1 hour. When I start using the keyboard or mouse while both displays are in sleep mode, the iMac turns back on (that's the keyboard & mouse I'm using). However, the Mac Mini display won't come back on and my mouse cursor won't drag past the edge of the screen.

Is this expected behavior? I would have assumed that I'd be able to wake the Mac Mini by dragging the mouse cursor across the screen border.
