How does apple wallet determine where I live?

I am trying to add my State ID to my apple wallet but the option is not showing up. I live in Arizona so the option should be available to me.

iPhone 8 Plus, iOS 14

You will have to update your iPhone 8 Plus to iOS version 15.4 which was released last week. Once you have successfully installed the update on your iPhone, then you will get an option to add your Driver’s License or State ID to the Wallet app. Currently, only the state of Arizona is available.
