Use the side control and flip the switch up for ringer.
Bought two 13's in December. One is working perfectly and the other, my spouse's phone, has this exact issue. She will power it down, reboot and it works for a bit of time. Thinking its fine she goes about her day only to find she's missed calls, texts, etc. Very frustrating.

IF you read the term of service you signed up for, you would know there is no Apple here in these user to user technical forum. You want Apple to respond then take your device to the nearest Apple store
Agree! This happens all the time on my iphone 12. Very frustrating. I have tried all of the standard "fixes" and am aware of do not disturb, ringer off, volume settings, ringer tones etc. It's not just in certain places either - it happens more than any other iphone I have ever had. How to fix this??

I reset my phone seems to help but ever since I’ve had the update my phone has been acting very Weird and it seems like my settings always changing for some reason I’ve had more problems since I’ve been updating my phone than I ever had I never had complicated problems with the Apple phone
I have a 12 and I am having the same issue. I don't have anyone blocked and all my focus settings are off. My phone rings 1/2 ring then goes to voicemail. I am getting my text messages. My iOS is updated to 15.5 and my carrier settings are the latest version. I was hoping to find a solution but it seems everyone is in the same boat I am.

this is a serious problem since I use it for business. In settings, everything is on but the phone won’t ring, no ring for FaceTime, no chimes for texts or emails.
