Even though everything is turned on in my settings, my phone doesn’t ring or vibrate when I’m getting a call. When I get a text or email, my notifications don’t chime.

Use the side control and flip the switch up for ringer.
That is exactly what my 12 Pro phone is doing, ringing for favorites only and not for anyone else. It's tough to add all contacts to favorites, as you can't know who's going to call.
Also I feel like my settings have changed on its own I constantly have to go in my settings and change things
Also sometimes I have a notification and sometimes I do not sometimes I hear the ring and sometimes I don’t I honestly feel like it’s the new updates. I don’t know I could be wrong to
