Thanks for coming to Apple Support Communities for help today.
If Face ID is working elsewhere correctly, it may just not be switched on for App Store purchases. Please see: Use Face ID on your iPhone or iPad Pro.
"To use Face ID to purchase content from the iTunes Store, App Store, and Book Store, go to Settings > Face ID & Passcode and make sure that iTunes & App Store is turned on. Then follow these steps:
You might be asked to enter your Apple ID password for the first purchase you make in the iTunes Store, App Store, or Book Store."

mines not working either.
I’m having the exact same issue. Trying to activate my subscription through my phone provider and it’s just stuck on the face ID icon and wont do anything. Hopefully it will work now that I wrote this thread as it did with others?!
I’m having the exact Same issue as the original poster. Face ID is turned on and activated for app store, etc. but does not work when attempting to activate the Apple Arcade. The screen just brings up the Face ID indicator, but nothing actually happens. It doesn't even time out nor eventually ask for a passcode or my password. Just sits on the screen, indefinitely.
This is happening to me too. I’ve been trying all day but my Face ID never pings. I’ve checked the settings and everything is turned on. Has another solution been found?
