Reset Contacts to bring back "on My Mac" account

My contacts went off after reorganizing via "on My Mac" account where All iCloud would not update. I went into my Apple ID in system pores and toggled Contacts by unchecking and rechecking which cause my "on My Mac" to disappear making iCloud the default account. How do I bring back "on My Mac"?

I tried troubleshooting this issue via deleting prefs for address book and it worked. But then curiosity got the best of me and I wen cack and toiled contacts in Apple ID prefs and it disappeared again.

I went back to prefs and couldn't find any current address book prefs to throw out.

What is going on? ERRRR.

Hello all, problem solved. Seems I made this more difficult than it needed to be. I went into mail and deleted all my mail accounts and then reset them up. Seemed to fix the issue with Contacts app.
