I can't sync my music from iTunes.

Hello, Apple community. I have an issue with my brand new iPhone 13 Max. I have attempted to solve it for 20 minutes now on Bing, and have come up with nothing. All the solutions I find online do not work. Sync Library is toggled, and iCloud sync is activated. However, when I go to Phone -> Music, there is no way to sync my local music collection to my phone. I want to do this, because I asked Siri to play Futureal by Iron Maiden, and it claims it can only play a radio station, which is annoying. I tried turning on Sync Library, and I tried turning it off. Both options refuse to allow me to sync. Please help me.
