App is stuck updating

Xcode is stuck updating to 13.3. It has been over 24 hours. I can't find a way to pause the update or stop it. I have restarted my macbook pro and xcode is still updating. How to you force it to stop?

I'm running Mojave 10.14.6 on a Macbook Pro, used to have XCode installed, removed it as well as the simulators, caches, Xcode stuff in various places in ~/Library/, and rebooted, but App Store insists on a massive 8gb+ Pending update for XCode. Is there a way to refresh the App Store so it knows XCode has been removed? Right now when I start downloading System Updates the Xcode update also begins downloading, hogging my bandwidth. Frustrating. Thanks.

Xcode stuck updating Xcode is stuck updating. I don't see it in the activity monitor to be able to end the process. How can I resolve this. Its been this way for a week I think. I also believe it occurred when the latest Mac Update got installed.

Xcode download I'm trying to download Xcode and it failed once already. Yesterday I paused the download about half way through and when I went to restart the download, the app icon already said 'downloading' but the download amount hasn't changed since yesterday or over the last 2 hours. The launchpad icon shows 'paused'. When I click the Xcode icon nothing happens...
