Add Payment Method

Can't attach a new Visa card for Payment/shipping to Apple ID. My payment method is always declined. It asks me to update it or add a new payment method and to try again. How can I fix that?

Payment method Currently the only payment method in my apple id is just itunes cards. Payment method I can't add my new visa debit card. I tried several times but always receive a message that my payment method was declined. I contact my bank and everything is ok with my card, however, the payment method in my id is always declined.
