The signature always ends up at the very bottom, but I want it above the quoted text, even with the check box on in the preferences.
This only happens on my new MBP with Monterey.
I tried recreating my signatures, and all the solutions found on the web. Nothing works.

Oh I see. You need to go to the specific signature and select the signature in the dropdown. Doing it from the All Signatures tab is not enough. That was very counter intuitive. Thanks for the solution

you can submit your Apple Feedback/file a bug report directly to the product team:
When you visit the Mail Preferences > Signatures panel, and associate a signature with your particular email account, there is a selectable option on that Signature panel to ☐ Place signature above quoted text. This is on Monterey 12.3.1, Big Sur 11.6.5, and prior releases of macOS.
It works (and I tested it on 12.3.1) when replying to an email with the specified email account…
