apple mail "Place signature above quoted text" doesn't work

The signature always ends up at the very bottom, but I want it above the quoted text, even with the check box on in the preferences.


This only happens on my new MBP with Monterey.


I tried recreating my signatures, and all the solutions found on the web. Nothing works.

When you visit the Mail Preferences > Signatures panel, and associate a signature with your particular email account, there is a selectable option on that Signature panel to ☐ Place signature above quoted text. This is on Monterey 12.3.1, Big Sur 11.6.5, and prior releases of macOS.


It works (and I tested it on 12.3.1) when replying to an email with the specified email account…
