Are iOS shortcuts supposed to work with "Hey, Siri" on the HomePod?
For example, iRobot has added Roomba shortcuts. On my phone I can say "Hey, Siri, vacuum everywhere" and it starts my vacuum. I can see this new shortcut in the iOS Shortcuts app. It works, no problem.
But, if I use HomePod and say the same shortcut phrase it tells me there's an error.
The answer is sometimes. And it isn't clear which should work and which won't. I suspect the issue here is that the shortcut needs to interact with the Roomba app, which won't be installed on your HomePod.

That's pretty much what I thought. Seems like the HomePod should be able to take a shortcut request and route it to my phone which is on the same wifi network in my home, though.
At some point they really need to have a concept go HomePod "apps" like they do with Apple Watch.
