I use ipad mini 6 with external keyboard via Bluetooth. Usually I use 2 language keyboard layout after I update iOS 15.4 I can't switch keyboard layout. I try to reboot, remove then add layout but it still not working. I change the keyboard it still not working.
I inform this issue to apple support app but have no any feedback.

Could you please provide details about which 2 layouts you are trying to switch between, and how you are trying to do it? Does Control Space work? Does the Globe Key work?
Have you checked your settings in settings > general > keyboard > hardware keyboard > tap over at the right edge to make sure that you have the correct mappings checked (and NOT "automatic")?

I applied the following method:
Go to Settings > General > Keyboard > Keyboards. Tap a language at the top of the screen, then select an alternative layout from the list.
Hope it will help you.
I have same issue.
Even if I change the input language on the Bluetooth keyboard after updating the iPad to 15.4, it continues to be input in the previous language.
Same after 15.4.1 update.
This is a fatal issue for users of multilingual keyboards. A quick fix is needed.
