My iPad 6th generation does not sync with my iPhone 11. What do I need to do?

Sync Through iCloud:

Enable [an item] in iCloud. See if it then works.

Perform the following on both devices...

1. Go to: Settings
2. Tap: Your Name (Top Item)
3. Tap: iCloud
4. Tap: [an item]
5. Enable: iCloud Photos

Sync in what way exactly? What are you expecting to happen between them?
