Can’t shut off FaceTime on my iPhone 12

my FaceTime seems to be frozen. If someone tries to FaceTime me on my iPhone, I can hear them but there is no way I can answer. Also can’t shut off iPhone. Tried everything I could fine. Cannot open settings or any icon on screen. HELP
