Payment method was declined

Hello,

My iCloud payment method was declined (see the red failed message) this month, though it was ok last month, I also cannot add other payment method - any card - message remains the same. Contacted my bank, they say that there is no record in their system and problem on iCloud side. What should I do?

Card are issued by Belarus bank
