Iphone XS Apple logo On & Off, Can't boot up

Why Apple logo keep turning on & off and can't restart normally even I do a reset on my iphone Xs? Looked at some web site saying they have software to get the data, like photos and videos back, My latest icloud backup is only up to a week ago. Are those software safe to use and do they work?

My phones been stuck for 3 month. I just used an old phone I had out of frustrations. I saw a lot of threads that this is a common problem when the phones are full, and apple doesn't seem to be very helpful from reading the replies. I've tried a hard reset using the up and down volume button, and then the side button, but nothing changes its still in the boot loop. I don't even care about the stuff on it, I just want to be able to reboot fresh at this point.

No haven't figured a way to restart it while not erasing the phone. I think resetting the phone will do but I will lost all data including the photos I shoot on the last day which uses up the memory and cause the apple booting loop. I am lucky that I have backup from the cloud until the day before and I have no choice but to get a new phone right away.
