Deleted files taking up iCloud space again

About two months ago I deleted around 400g of files from iCloud and downgraded my plan from 2T to 200G. Things were fine at that moment. My usage was correctly updated.


And a few days ago I found that my iCloud is full. I checked the usage on iCloud.com. The 400g files seemed to come back on its own and are taking up all the space. I looked around for the files. I checked the "Recent Deleted" on iCloud, and the "Restore Files" in iCloud Setting. Nothing in both places.


Currently, I only have about 2g of files on iCloud. All the ghost files are stopping my devices from syncing. I have no clue what's going on. Please help.

If Mac and other devices like iPhone / iPad are synced , and you deleted files from Mac that will be deleted , but other personal documents files that were already saved in them ( iPhone / iPad ) will again sync and the iCloud space will again increase , let the syncing be completed Add your Desktop and Documents files to iCloud Drive - Apple Support
