You have to select something on the connected clips, the clip itself or the edit point.

There are several videos arranged one above the other. On the bottom, located on the main line of editing, the transition effect is applied. On the video that on top, these transitions can no longer be applied. MacBook Pro (16-inch, 2019) MacOS 12.3.1.
You are correct. Dragging the transition onto a clip no longer works. Previously dragging a transition onto the clip would apply a transition at both ends. Now the clip has to be selected. Then you can simply double click the transition in the browser to apply the transition to both ends, or use the shortcut ⌘ T to apply the default transition.
This seems to be impacting some users. Please, please describe exactly what you’re doing and post screenshots.
Please give complete details of your computer system and your project.
I am seeing exactly the same behavior in both 10.6.1 and 10.6.2.
