Every time i try to upgrade to iCloud+ whether that’s on my iPhone or through my laptop, it takes me immediately to the payment and shipping screen but with no option to click any form of payment to continue.

Sign in to your Apple ID account page and edit your Apple ID details.
On the Sidebar click Payment methods -> then tap Payments Methods and tap Manage payment method.
