MacOS Messages not syncing and receiving correctly

After a fresh install of MacOS Monterery 12.3.1 on my 2020 Macbook Air M1, Messages is only syncing and receiving a select no of messages. Plus, outgoing messages to none Apple devices are failing. iCloud settings are correct and I signed out and back in several times without any change. Especially receiving texted login verification codes directly in MacOS Messages was very convenient before.

As you're having issues with receiving some of your texts, along with sending texts to non-Apple devices, the next steps we recommend are listed here: If you can’t send or receive messages on your Mac

This would include one of the last steps listed to contact Apple Support if the steps have no effect.
