This may not be a complete answer but . . . Talking with Apple today I learned this is tied to the 'Find My' app so, yes, it appears to be legit.

When opening the Find My app you'll see the "Me" icon at the bottom right corner. When the Me panel is expanded, the screen has a number of Notification controls and links. The last link (on my iOS15.4 phone) is "Customize Tracking Notifications". When selected, this link takes you to the "Tracking Notifications" in question. So, it seems this is the Notifications control for your location/friend tracking.

I asked the Apple rep if the Find My app is the ONLY app that's tied to this Tracking Notifications and was told yes. Subjectively, he sounded about 90% certain so I include that small uncertainty.

I also have the same question and reaction to the “tracking notification” so called app.

Apple- we go to settings, then notifications, then scrolling down in the apps we see an app called “Tracking Notification”. The question asked is: what is it?? Why is it there? What does it do?

It is not something that I can turn off or change in any way. Hopefully that was a bit more specific and you can now answer the question so we as customers can feel valued and not paranoid. :) I know that we can’t be the only two that have this question. Thanks

Rigo_O86 is probably just a bot, triggering on "tracking". These broad general answers with a link to a FAQ appear all too often on this forum. No-one at Apple is really reading your question.

Sometimes though humans also provide those kind of answers. They don't read your question carefully and act like bots.

I do not know the answer to you question about "Tracking Notifications" appearing in Setting/Notification as I have the same question.
