not available in region issue

I have ones that are greyed out on my iPhone with the message that they are not available in my country or region. However, this is music on my iMac that I have loaded from the physical cds, they are not Apple Music purchases/downloads. The music plays on my Mac but not on my phone. The only albums that have synced properly are ones that don't seem to be available on Apple Music. I don't have a vpn.
