Block sender in Mail

I read the "how-to" on blocking senders in Apple Mail. It says to click on the arrow to the right of the sender's name and choose "BLOCK" in the drop-down menu that appears.... except there is no BLOCK Option. Everything else is there, like Add To VIPs, Copy Address, etc, but no BLOCK. What's up with that?
