Is there a way to restrict content outside of screen time? I don’t want my child to access some websites even when screen time is not set. Why is this feature not available or so difficult to set?

Yes, by using Restrictions. However, to access Restrictions, you need to turn on Screen Time. It does not mean that you have to activate anything from it. It talks about Restrictions in the link I provided. You will have to set a passcode to prevent your child from getting in there and turning off the Restrictions.
I don’t want to set screen time but want to restrict unapproved websites. Is that possible?
