Can't open Final Cut Pro Library stored on my external HD

I'm trying to open FCPX libraries but the message "“**” is already in use by “*******” on “********-macbook-pro.local”." Keeps popping up. I have a brand new MacBook Pro with FCPX installed. The original library was created on different MacBook Pro that no longer has FCPX installed on it.

MacBook Pro 16″, macOS 12.3

The drive is Windows formatted. It needs to be reformatted macOS Extended. Assuming it’s a hard drive and not an SSD.
