I get flickering on my new 4k monitor with the mac mini m1. I have try 3 different brand new 4k monitors different cable in the last year and I had the run around from Apple for the last 6 months they don't want send me a new one or a refund. Am extremely disappointed with Apple there customer service seem to be let's grind him down until he give-ups.

The Monterey 12.3.1 update addressed some wireless and display issues.
What 4K Display(s)…?
What Connection (HDMI to HDMI)…?
Have you tried a short certified HDMI cable…?
Have you tried a USB-C to HDMI adapter or cable…?
What other inputs do the 4K Displays have (USB-C, DisplayPort)…?
Yes I have try all of that at least twice, the first 4k was a dell and the tow others are samsung. When I plug in my macbook pro 15 2017 they work fine no flickering
Make an appointment at your local Apple Store and have it checked.
It’s up to date it did not do nothing for the flickering
