Export 16-bit HEIC from Preview app

The OP in that thread nailed the issue and I reuse most of their text below:

If I open a 16-bit color TIFF image with the Preview app, and go to File —> Export and chose HEIC, it has the options for 8-bit or 16-bit colors, but the 16-Bits/Channel option is grayed out so I can't select it.

Does anyone know if there is a way to export a 16-bit HEIC image from a 16-bit TIFF (or other type of) source image?

Any command line converters for this? Any Lightroom plugins?

I couldn't find any way to create a 16bit HEIC file from a 16bit TIFF. I tried several apps. On the other hand, you can create a 16bit PNG with Preview.
