How to find a lost iPhone if device is offline-battery dead.

lost my phone, Forgot my appleID password and had to wait 5 days for them to send a reset link to a Samsung trusted contact. Got the reset, logged into iCloud to use find my phone, Device is not found because it is offline. Apple support told me it would display the last location where it was before the battery died. It does not, I do not even see that as an option in Find my phone. Not a useful function if it does not work for devices not on the internet or with a dead battery.
