The "Documents and Data" here in the 1st picture, is it taking the space of my phone memory? And if I hit "Delete Backup" (2nd picture), will it delete the backup files saved in my phone or in iCloud? I just want to free up space on my phone safely. Thanks.

You're viewing Documents & Data which is stored in iCloud. If you delete it, it will delete your iPhone backup from iCloud.
If you'd like to view your iPhone storage, you can go to Settings > General > iPhone Storage.
