I have created a "Playlist folder" on my MacBook and then deleted it. But it is not going away on iPhone, and there is no option to delete it there! Also, when I sync the library it keeps coming back on Mac. Please, fix it. It looks terrible since the name can't be changed(it can be done on Mac but it doesn't on iPhone) and it's just an empty folder between organised playlists...

Are you using Sync Library with Apple Music? If not, try removing that folder and then enabling Sync Library using the steps here: Turn on Sync Library with Apple Music - Apple Support

As a test, could you delete the folder from Apple Music on the browser? We want to see if that pushes the change through down to the iPhone or if it still remains. Be sure to restart the iPhone entirely after doing so to make sure it is processing the change.

There seems to be an ongoing issue with Apple Music for some users where changes made on a computer don't get uploaded to the iCloud Music Library, and are later reverted. Results may be better immediately after rebooting, and/or if you disable Home Sharing. Hopefully this issue will be resolved in the next OS release.

Yes, it is turned on, and still doesn't work. When I delete it on my mac, it doesn't disappear from iCloud(I looked at applemusic at the browser and the empty folder was also there)
