Icloud photos stuck on uploading

My iCloud photos are stuck on uploading since 1 week now,it is stuck at 1% and isn’t making any progress. The size of the photos is 28 gb but it hasn’t progressed since 1 week,it only says uploading photos.I have ample icloud storage of 200 gb

Photos taking forever to upload to Cloud. How to fix slow (stalled) upload of photos to iCloud? I appear to have plenty of available storage space and upload is not paused. I've also tried toggling between pause and resume, with no change.

Its been 4days and my icloud is stuck on 5gb.I got 5000 photos to store in icloud to get storage but the icloud bar is stuck on 5gb what should i do to check that if the photos are storing.I’ve turned on Icloud photos. I have ample storage to upload icloud photos.I have 200 gb icloud+
