Looks like an issue with Microsoft's website for the Outlook web based email client.
Several reports of this happening in Safari on Mac.

I am seeing the same download. Anyone have a solution?
Getting the same message when accessing the e-mails through Outlook Web.
Error Message : "Do you want to download TokenFactoryIframe?"

Good question...is there a way to open up Safari Preferences on the iPad? If so, I would imagine the steps would be similar.

If your on a Mac, you can try the steps here from MacWorld.com
I wouldn't risk temp fixes that reconfigure things, just use Desktop Outlook or Desktop Excel or use Chrome or Edge or DuckDuckGo browser as a temp workaround.
