Cannot Grant Camera or Mic access to websites in Chrome & Google Meet

Hello, I need to grant Chrome access to my camera and mic so I can use an online notary and google meet. Although I have granted the websites I need to use permission through Chrome, updated my MacOS, restarted my computer, and elected that I would like to grant access to these websites when prompted (repeatedly), it still does not work. The key issue, it seems is under system preferences. Chrome, Safari and other apps do not populate under the camera or mic tab. How do I get these apps to populate here?

You are not allowed to Grant Chrome or Safari blanket access to your webcam. Otherwise, you would open the door for ANY web site to turn on your camera.

This access must be granted on a Website-by-Website basis Inside the Browser's preferences.

For Safari, it is in:

Safari > preferences > websites > camera

I expect Chrome is similar.
