There's obviously a corrupted preference in my MS Word version 16.60 since I keep resetting language in Word preferences to US English and it reverts back to Dutch so spell checker won't work correctly. Language ok in other non-MS apps. I see same problem in Powerpoint.

Did you try deleting MS Word preferences?
Quit Word and other Office applications, if they are running.
In Finder, press Command-Shift-G and paste
~/Library/Preferences
Look the files starting with com.microsoft, like
com.microsoft.Word.plist
com.microsoft.Office.plist
com.microsoft.PowerPoint.plist
...
Drag them out of the folder and put them somewhere temporarily - in case this does not work and you decide to put them back.
Start the applications again, adjust your preferences and test.

well, the answer was simple: somehow MS Word labeled some random text as Dutch, so I selected text and selected Tools>Language... and then selected English (US)
Even when I copy/pasted to a new file, the tagging text as Dutch went with it. Problem resolved when I did the above.

Maybe not. Does this by chance fit your situation?
Maybe, I just don't know. I do have the Office applications, but I hardly ever use them.
Maybe someone else here or on the MS forums has some direct experience with this.
Are the applications up to date?
I tried that and took out most of com.microsoft.{whatever}.plist files and problem persisted. I suppose may need to just reinstall after deleting all preferences?
